Context: Daniel Kinzler requested the installation in the JIRA ticket with "Please install socat. socat is a much more flexible alternative to netcat. It's very handy to interact directly with any TCP based service, or set up an in-promptu tcp service, or to pipe stuff between different types of sockets in general."  No other users involved.
