this may be more appropriate to assign to VisualEditor than Flow:

in a fresh instance of the Chrome browser, log in and go to page http://en.wikipedia.beta.wmflabs.org/wiki/Talk:Flow_QA 

* click Start a new topic
* watch the spinner as VisualEditor loads up
* when the spinner stops and the editor controls are visible, attempt to type in the ContentEditable surface

* only some seconds after the spinner stops and the controls appear is it possible to place the cursor in the CE surface and begin typing.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/409, but people from the community are welcome to contribute here and in Gerrit.

Clarification; the model as deployed on production intentionally does not support VE until we have some breathing room for it ;p
