Copying stuff from includes/DefaultSettings.php to LocalSettings.php is clunky
and error-prone.  How about a form for changing settings?  Ideally, the settings
should be under version control too.

Actually we have no plan to create an administration interface.
It is somewhere at the very bottom of the todo list because wikipedia
system administrators use a different way for settings initialisation
(basicly each setting is an array of projects / languages).

Maybe someone will start working on it :)

Where is the way that wikipedia system administrators initialize the settings
documented?
