Images that have linked from pages with [[:Images]] must not be shown in
special:unusedimages (see also bug 360)

Yes, they should. The image isn't technically "used" if it's not embedded in a
page somewhere. For the same reason, Special:Unusedtemplates shows up templates
which aren't transcluded but which might be linked to from elsewhere.
