We need to get our regression suite kicked off in gerrit.  Which means they need to pass against beta and poke the state in appropriate ways.  See https://bugzilla.wikimedia.org/show_bug.cgi?id=56070#c20 for information about how they might be set up.

Setting to patch to review because the patch in gerrit seems to be mostly working:  https://gerrit.wikimedia.org/r/#/c/115193

Not all the tests pass but enough do to prove the general idea.  We can do more work to get them airtight later.
