"special" wikis like commonswiki, metawiki, mediawikiwiki, etc should show up in a single section and be treated as belonging to a site group called "special" in the UI.

Note: change Id6ba4e138794ae is related but only replaces the wiki language with the wiki name in the UI. It does not change the grouping or group title.

We need to have this fixed before we roll out the next "special" wiki.
