When SQLite is used as a backend instead of MySQL, filters never trigger, and they're not listed at Special:AbuseFilter unless "Include deleted filters" is selected, rather than either "Hide deleted filters" or "Show only deleted filters".

The combination of https://gerrit.wikimedia.org/r/#/c/84658 in core and https://gerrit.wikimedia.org/r/84185 has fixed this.
