So other extensions can use Elastica it should be its own extension rather than a subrepo in CirrusSearch.

Setting to high because folks have been asking for it.

It might be useful to boil out some utilities from CirrusSearch into the extension as well.

Setting back to assigned as we'll need to have three patches:

1.  A new extension.
2.  CirrusSearch uses the extension.
3.  mediawiki-config update to use the extension.
