Suggesting close as invalid. "View history" is moved into the actions menu if there is not sufficient space in the tab area. "Edit" and "Read" are locked and never moved into the menu. "Move page", "Protect", "Delete" etc. are locked and never moved out of the menu (even if there is space), though that is about to change (there is an open bug to unlock them and have more in/out movement happening. Though the system is in place, right now "View history" is the only one that actually moves).

Some people want to remove items from the menu in favor of more exposure (e.g., the "move" feature in bug 24481), while others want to put more items into the menu for consistency (e.g., bug 44594).
I am also interested in how this behaves in IE versions, but I don't have any instances of IE convenient where I can re-size the whole browser window.
