Last year the WMF made an Android based WLM upload app. WMF will not support it this year, so if the community wants an app, the community has to support it.

"Somebody should pick up unmaintained codebase X" bug reports always feel a bit weird to me, because missing manpower is just normal in FLOSS projects...

We had this event, you might heard of it, it's called "Wikimania". It's this really awesome event where you meet people in person instead on talk pages ;-)

Just put a lot of the things that came up in bug reports so we can structure the effort on the different technical challenges ahead.
