Once the guided form is set up (bug 36762), patch template/en/default/bug/create/user-message.html.tmpl to instead say something like

Please read <a target="_blank" href="https://www.mediawiki.org/wiki/How_to_report_a_bug">the 
guidelines</a> before creating a new [% terms.bug %] report here and
<a href="query.cgi">search</a> for existing [% terms.bug %] reports.
Less questions make everybody save time and help getting the problem fixed faster.
If you are new to Bugzilla and prefer a simpler way to create a [% terms.bug %] report, try the <a href="enter_bug.cgi?format=guided">guided bug entry form</a>.

I saw that the deadline for this task was about to run out.  If the person who has it claimed needs something to go off of here's what I believe is supposed to be done.

Realizing that this takes several lines on my screen, we should probably shorten this to something like

Before reporting [% terms.abug %], please read the <a target="_blank" href="https://www.mediawiki.org/wiki/How_to_report_a_bug">guidelines</a> and <a href="query.cgi">search</a> for existing [% terms.bug %] reports. If you prefer a simpler way to create a [% terms.bug %] report, try the <a href="enter_bug.cgi?format=guided">guided bug entry form</a>.
