The 'badipaddress' message in Language.php currently doesn't have any special
formatting, even though it does show up in red and larger-type letters.
Indicating that the formatting is hardcoded.

I haven't tried to do any formatting of this message, but it shouldn't be
neccesary to hardcode, no? When the formatting is done in the message itself
with wiki/html code it would (probably) be easier to add some additional
comments (not red and smaller) to that text. F.ex. that userbanning needs to be
enabled if you want to ban a user. Some users might even want to format the text
in some other colour (which is not currently supported?).

badipaddress is only one of several error messages that the form can show.
The formatting is done using CSS, <p class='error'>
To change the formatting, adopt your user or site specific CSS.

Thanks, and sorry for increasing the bug noise ratio, I should have figured that
it was formatted in CSS.
