If the TemplateData for a template specifies a default value for a given parameter (see bug 52028) then that value should be prefilled when that parameter is added to the template. 

An example would be the current date for an accessdate parameter.

That's not the meaning of the "default" flag on parameters, but of the proposed "autofill" concept from bug 51428; relabelling for clarity.
