It would be desirable for Wiki Loves Monuments' purposes to be able to set start and end dates for UploadCampaigns, especially with different start/end pages (headers) based on date.

The ability to set start and end dates is already implemented in CentralNotice campaigns, for instance [1], I'm not really sure about the technical solution for the latter part of the request, but YuviPanda tells me it wouldn't be that hard, so here it goes.

This is in no way a blocker for bug 42164 (in the sense that WLM will run without it), but rather a nice-to-have feature; I'm linking it because it'd make things easier for us.
