The installer's coded so it pumps out the limit and warns you that if the limit
is a low number, things may go wrong.

It doesn't perform checking on the limit. It's not a bad joke; it's there so you
can gauge if you've allowed PHP enough RAM. Depends solely on page sizes and
numbers of visitors expected, among other things.
