On Nokia X3 the hamburger icon is missing (if you click the area where it should be, you are taken to the menu though). Both on Nokia X3 and Nokia C3 menu icons are missing (only text is visible).

Do these phones support data uris?

Marking as an enhancement since the problem is not stopping these phones from accessing the pages. Just looks unusual when you know what it is supposed to look like!

Possibly related: On Nokia Asha 501 only the top left quarter of the icons are shown.

The Nokia Asha 501 issues are due to lack of background-size support.
When we move to MediaWiki UI icons these devices since they do not support pseudo elements should simply render text instead. I'm looking into this.

This is now live in alpha. Need to propagate these changes to stable.
