Repro:

1. Go to zhwiki.
2. Disable input tools (the green button in ULS).
3. Apply settings.
4. Reload page.
5. Now the tool appears disabled.
6. Enable input tools (the green button).
7. Choose "中文".
8. Apply settings.
9. Reload page.
10. The tool still appears disabled.
11. This doesn't happen when "English" is chosen in step 7.

Worksfor me when tested in OSX/Firefox as anonymous user. Can you add some more information?

1. Are you logged in or logged off?
2. If you are logged in, what is your UI language?
3. What browser are you using?

ULS is not aware of variants at the moment. We may add support for it in the future, but it's not a priority at this point in time.
