We need a value formatter for the time data type. It's needed for stuff like property parser function, diff view, etc.

Note that the formatting of dates does not only depend on the user's locale, but may also be personalized in the user's preferences. We need to decide whether we want to account for personalization when rendering dates (if so, should the personal time zone setting also be applied? In general, MediaWiki does not apply this to content, only to listings).
Is any specific person working on / assigned to this, as it's highest priority?

The basic formatter is implemented. Additional improvements (e.g. proper localization) is tracked in bug 48962.
