Whenever you're scrolled down in a document and close or re-open the Notices flyout, the user is brought back to the top of the page (instead of staying where they are, like any other toolbar button would).

The toolbar floats and follows the user as they view the document, it is expected that interacting with it does not change the scroll offset. Most buttons abide by this except for Notices.
