This is covered by selective serialization. Please reopen if you believe there is actually a bug here.

I'm reopening this one as it seems close-enough to an issue one of the editors in dewp had.
They were editing and in this edit a few align=right were changed to align="right". However this wasn't done for all of the occurrences of align=right.

That is bug 49655 which caused selective serialization not be used.
