Splitting from https://bugzilla.wikimedia.org/show_bug.cgi?id=47825#c6 , and confirming from Europe: Go to https://commons.wikimedia.org/wiki/File:River_Rak_going_underground.ogv and see that under "File history" the last version is from April 30th, 2013. $ wget --no-check-certificate -S https://upload.wikimedia.org/wikipedia/commons/3/37/River_Rak_going_underground.ogv always gives the old file!
