* The Echo badge is unrelated (filed bug 48001)

* None of these are related to bug 46401 (removed dependency)

* None of these are (probably) related to ResourceLoader
  (moved to Translate extension for now)

Please file a separate issue for SpecialMainPage if it seems separate from Translate.

Not a dupe of bug 48001. Either mark this invalid and open a new bug for the unstyled content in Special:Translate, or (as I did) repurpose this for the latter.
