When the ULS is integrated into the interlanguage links the label of the section becomes inconsistent:

* When the language lis is empty it makes no sense to indicate "in other languages". Using a "Languages" label will make fit better both language settings icon and the Wikidata edit links action. This change can be done also when the interlanguage links is not empty to keep consistency.

* For pages where interlanguage links make no sense (e.g., talk pages), adding a section for other languages is confusing. Labeling the section as "Language settings" would make more sense in this context since it is the only available functionality for the section there.

Note that Wikidata already does this on Wikipedias.
