To reproduce:

- log in to http://en.wikipedia.beta.wmflabs.org/
- there should be link Sandbox at the top of the page
- the link is not there

- the link is there if you log in to http://en.wikipedia.org/

That seems to be a gadget on the english wikipedia. The element has the id 'pt-mysandbox'. Searching the MediaWiki namespace gives me:

http://en.wikipedia.org/wiki/MediaWiki:Gadget-mySandbox.js

We could import that gadget to beta and then have it enabled on https://en.wikipedia.org/wiki/MediaWiki:Gadgets-definition

Overall, we would need a way to sync the Gadgets automatically.
