For instance, [[Id est]] should be a redirect to [[List of Latin phrases (F–O)#I]].

While it displays "List of Latin phrases (F–O)", the URL is still for "Id est".
 The #I is not appended to the "id est" URL, so the redirect doesn't go to the
appropriate section.
