(Split from bug 45051.)

Considered stable, disabled by default, but enabled on WMF wikis (can
be switched in preferences). I don't like it personally and the code
is awfully convoluted; people seem to use and like it, though.

If we merge 'editwarning' component of the vector extension into skin/vector ,we will have to make a change in i18n file too right?

[Rephrasing summary - not just into Vector skin, into core (ie. all skins).]

There's a WIP patch at I7bdbd09f.
