Please add GENDER support to message [[MediaWiki:Nstab-user]]

Related to the attempt of getting the username of a user page 'owner' from its full page name, see bug 32703:

1. {{BASEPAGENAME}} fails to return the username "Example" when viewing a 2nd level or deeper subpage, like "User:Example/Archive/2010".

2. {{#titleparts:}} is an extension parser function, and it should not be used to resolve system messages.

Action links (incl. NS tabs) cannot be supplied with extra arguments (at least without hacking $content_navigation SkinTemplate::buildContentNavigationUrls()).

On the other hand, I filed Bug 47958 which in my opinion actually fixes partly incorrect GENDER behaviour.
