VisualEditor should be deployed to the Hebrew Wikipedia as soon as possible. I did some basic testing on my machine, and I see that it's more or less as functional as it is on the English - basic formatting works, and even basic RTL is correct. Obviously, there are many RTL issues to test there. I am doing such testing myself every now and then, but letting more people test will be far more beneficial. Of course, I am talking about a dark launch at this point - it should only be available to users who specifically request it.
I support this, but I will make one observation. The version of Parsoid that's running in production is fairly old (2012-12-12 or thereabouts), so if there's anything in Parsoid that Hebrew depends on that was added after mid-December, it won't be live yet. We can't upgrade Parsoid right now because the Parsoid team is rewriting the serializer and master is too broken to deploy right now. We'll probably make a deployment attempt within the next two weeks, but until then, we'll keep running this ancient (but apparently stable, for English at least) version of Parsoid.
This is very high priority for us (for hewiki and all the others of course), but as Roan says it's blocking on a version of Parsoid that we can deploy that will work with non-English wikis - see bug 43332 for details.
This is now scheduled for 2013-04-25.
