Wikimedia has a nice feature: when you save a change to a section, the new page
displays at the section you were editing before.  This doesn't work, though,
when the section title has a wiki link in it.  For example, if the section is

== [[:Image:Foo]] listed for deletion ==

the anchor after you edit that section should be #Image:Foo_listed_for_deletion;
that's what the table of contents uses.  Instead, though, the anchor is
#.5B.5B:Image:Foo.5D.5D_listed_for_deletion.

Presumably there should be a ''single'' function somewhere that takes a section
name and returns the anchorized version.  Apparently, though, it's done in two
different ways in two different places.
