sysadmins are able to add groups, but can't see [Add class] or [Add variable]. They also can't see the newly added groups properly.

This is ultimately blocking "git deploy" deployment on beta. See dependency tree https://bugzilla.wikimedia.org/showdependencytree.cgi?id=43613&hide_resolved=1
