The web-based license selection engine for Creative Commons licenses is 
a little awkward in our installer: since we don't pass the other install 
information over it gets lost when you come back.

CC is working on web services APIs for the licensing engine which may 
make it easier to present the choices in an integrated form: http://
api.creativecommons.org/

The SOAP api is brand new and subject to change, but might be worth 
experimenting with.

Effectively a duplicate of bug 2837.  NB the SOAP api is deprecated, CC is only
maintaining their REST api.
