The user must click "Save page", do the CAPTCHA, then click "Save page" again.

I understand that this makes sense if "addurl" is active and "edit" is not, but if "edit" is active for the current user type then it should load the CAPTCHA on the initial page load.

This would be the equivalent of going to the create account page, filling out your info, clicking "Create account", then having the CAPTCHA come up and make you do the CAPTCHA and click "Create account" again. It's nice that the create account CAPTCHA comes up on the first page load, and it would make sense and be consistent for the edit CAPTCHA to do the same.

Alternatively: Preview the page when the edit CAPTCHA comes up because if we're going to load the page twice we might as well show them what their changes will look like on the second load.
