I'd like to ask for somebody to set $wgUploadNavigationUrl for pl.wikipedia to "//pl.wikipedia.org/wiki/Wikipedia:Prześlij_plik" per local consensus.

The community has decided to strongly discourage local file uploads, but to still allow them, "just in case". That page is a hub that directs users to Commons or to the local form on Special:Upload.

Note: pl. doesn't have any non-free content policy; this explains the lack of such information on [[pl:Wikipedia:Prześlij plik]].

Yes, we simply do not allow any non-free content. Commons' and our rules for file upload are exactly the same.

The page notes that "the file must be released on a free license" ("plik musi być udostępniony na wolnej licencji").
