The "add another file" button always assumes you want to upload from your computer rather than an external site (Flickr).

Rather than changing the behavior of that button, we probably just need to always have a second button.

If you upload a local file first, it gives you two buttons: 'Add another file' and 'Add images from Flickr'. In this case we need 'Add a local file' and 'Add more images from Flickr'.
