Currently not possible because it doesn't have a good implementation yet, so we install it only on request by communities who got a consensus for it but it's useful mainly for super-users who know what the extension does, what are those links appearing around etc.
If a way is found which makes it useful for all readers and is not too obtrusive, it could be installed on all Wikimedia projects.

It would provide some of the things requested on bug 42085 (see bug 42085 comment 1) but not what originally asked by its reporter.
