Add the Antarctic monuments as defined by the Antarctic Treaty Secretariat.

Dereckson: That's not a structured list I'm afraid so I can't use that now. You should convert it as described at https://commons.wikimedia.org/wiki/Commons:Monuments_database#Structured_lists and open a new bug.
