{{subst:foo}} gives "bar", but <ref>{{subst:foo}}</ref> gives  <ref>{{subst:foo}}</ref>

Dupe. You can use {{#tag:ref|{{subst:foo}}}} (or {{subst:#tag:ref|{{subst:foo}}}}) as a workaround.
