They're not supposed to exist, nobody has attempted to transfer them. The File pages exist because they are stored in the database. This is the same for all wikivoyage imports

They need transferring to Commons if the license is correct, else to the wiki if fair use.

So why do the file pages exist? If the images were deleted then so should the file pages be deleted.

Also I thought local images were going to be imported... just not those from Shared/WTS.

They haven't been deleted. We (the WMF) were not given a set of files like we were given database dumps. The same as happens with any mediawiki install if you import File pages. The physical files don't come with the imports

I think there may have been a misunderstanding with respect to non-shared images - a number of people were under the impression that wts.wikivoyage.org and shared.wikivoyage.org would not be imported, but any image that was on en.wikivoyage.org (or another language version) would be available post-migration.

Is there no way to make these images available?  en.wikivoyage-old.org has the full docroot, including upload information.

http://en.wikivoyage-old.org/w/images/

You can't just browse the image directories..
