The message seems to be truncated to 

User "Thehelpfulone" is requesting that username "Test" is renamed and merged with the username "Test2

I'm not sure if that's the intention but information sign as a signature etc might  be a good idea given that the Wikivoyage talk: page namespace will be editable by all and it could also make it easier for whoever is processing the requests to work on the oldest requests first.

I did leave off a " on the end, added back.

I'm not entirely sure what you mean in the second part, just adding ~~~~ to the end of the message? That would be easy to add.
