We would like to have a Portal: namespace on cs: Wikipedia. The namespace should
be called "Portál:", with the corresponding talk namespace "Portál diskuse:".

There is one small problem, though. We already have a page [[Portál:Právo]]
(which is currently in NS 0, of course), so that the page would have to be
handled somehow probably during the creation.
