MediaWiki:File-no-thumb-animation-gif is shown for files exceeding 12.5M, even if they render (Bug 41125 raised $wgMaxImageArea limit to 25M). Example: https://commons.wikimedia.org/wiki/File:104951main_B15A_dates.gif (doesn't seem to be a caching issue as the notice is still there after changing the file description).
Pasting the text here for those that don't know "MediaWiki:File-no-thumb-animation-gif": "Note: Due to technical limitations, thumbnails of high resolution GIF images such as this one will not be animated."
I don't see anything wrong here. [[mw:Manual:$wgMaxAnimatedGifArea]] has not been raised.

For clarification: the only reason the image is animated, is because the image preview is of the original not a thumb. the thumb in the file history is not animated. Note: if it was safe to raise the other limit, it is probably safe to raise the gif one.
