Thanks for the upload. 3 problems: There isn't a description file there. Who does it want uploading as? Also, downloading from google docs via command line is somewhat of a pain. I don't have the local bandwidth to download it, and then upload it again to our shell servers.
Thanks for your comments, - I Will had a description - I am not sure I have understood your second question : If the name missing is the name of the uploader (my research center), or is it the Title of the Video ? - It seems that you don't like Google drive... wouldn't it better If I upload the file on the Server of the High School and then send you the new link ? But the file will still be 1,81 Go large... Would it be all right with that size ? Thank you again !

They need to know which Commons user to upload this as. As for Google drive, I don't know if they like it or not, but the problem is that it's really hard to download it from there because it expects you to be using a web browser.
The size of the file is fine (we can do it via shell no problem), the issue is downloading it from google docs, due to its abstraction. Grabbing it from a normal webserver is much easier.

The description is the following : Adrien Tixier (1893-1946), ancien combattant de la Grande guerre, responsable d’une association d’Anciens combattants mutilés, secrétaire adjoint du Bureau international du travail (BIT), socialiste, pratiquement inconnu en France avant 1940, a joué un rôle essentiel, mais oublié, tant dans la Résistance qu’à la Libération : à Alger le général de Gaulle en fait son ministre des Affaires sociales de juin 1943 à août 1944, puis il est ministre de l’Intérieur, de septembre 1944 à janvier 1946 à Paris. Il se trouve ainsi au cœur de l’effort de reconstruction de l’État républicain. Décédé le mois suivant la démission du général de Gaulle, Tixier n’a guère laissé de traces dans la mémoire nationale. Pourtant, les historiens qui ont travaillé sur la période sont frappés par la personnalité de l’homme et plus encore par sa rigueur politique, son sens élevé de l’État. Il considérait que la défaite de la France et l’Occupation avaient marqué en profondeur le pays, affaibli les consciences et l’esprit de la nation. D’où le choix d’agir en redéfinissant systématiquement les principes de l’action au quotidien, dans le sens des valeurs républicaines. Surtout, l’intérêt général, devant passer avant les intérêts particuliers, quand bien même seraient-ils ceux de son propre parti. Reconstruire l’État et refonder la République sont intimement liés chez lui. Like google docs, the file is access indirectly through redirects. Having a url like https://filex.univ-paris1.fr/files/MyVideo.ogv
