WFM, but I think this is a dupe... There's a bug where this was happening for logged in sysops on other wikis...

File won't undelete, and it now won't allow a creation of the page with that name.

Reedy fixed test and test2 by adding the edit summary. for scowiki, can we please have similar done Template:IPAc-pl" rcid="291957" pageid="40228" revid="296418" old_revid="0" timestamp="2012-10-19T19:12:32Z" /> Unfortunately the file is deleted, so that adds a level of complexity.
