With the appearance of "Page information" in the toolbox, I feel that the toolbox section of the sidebar is getting a bit long, especially on big wikis with lots of extensions (Cite, AFT) installed, and local scripts enabled for all users (e.g. Wiktionary "add definition".) The link "Related changes" is rarely used (seriously, how often do you find yourself using it?) and should be removed from the toolbox. This link should be moved perhaps to the action=info display, which is available through the toolbox. This would allow the toolbox to be more compact and give more emphasis to those toolbox links that are in fact more relevant.
Thanks, I agree that each sidebar/toolbox item needs assessing: bug 64321. In particular, it's crucial when looking for template vandalism or changes in categories and should be made more obvious. Closing this because you've not suggested an alternative location and I don't see where else it could be put.

Make it more obvious? I would content that this is the least used of all sidebar links. Without any statistics, though, it's a difficult point to justify. Yes, sorry, I meant that we need a position that is understandable and lets those who can benefit from the feature actually find it (even if they don't know beforehand about it), and action=info is too unrelated. Currently the toolbox mostly contains navigation-aiding features related to the page you are in, so it's the most logical fit and I don't see a problem with the feature being there. Part of the use case of related changes is connected to action=history, but adding a new tab next to history is not so feasible. In the end we may need something like a "Recommendations" area for all this sort of stuff including related changes, whatlinkshere and https://meta.wikimedia.org/wiki/Requests_for_comment/Interproject_links_interface
