In international projects, i.e. Wikimedia Commons, some non-English speaker will
hesitate to create his/her account.

S/he must login via English interface and change his/her interface language to
his/her native language under English preference screen.
# Most Japanese users say, "I cannot login because Commons is English" ...

This patch affects as follows if uselang=xx present:
1. Add uselang=xx to the action URI to inherit interface language.
2. When creating account, set the user's interface language to uselang.
