I just noticed this bug yesterday, I haven't been able to track it down. Wherever PLURAL is used, the singular form is returned all the time. Example: https://fa.wikipedia.org/w/index.php?title=%D8%B5%D9%81%D8%AD%D9%87%D9%94_%D8%A7%D8%B5%D9%84%DB%8C&offset=20081110135155&action=history What you would like to see is: ۵۰ مورد قدیمیتر What you see is: یک مورد قدیمیتر if you use &uselang=en you see "newer 50" which is correct. But in the Persian interface, you see the Persian translation of "newer 1", which is wrong. I double checked and made sure that the translation IS correct. Example 2: https://fa.wikipedia.org/wiki/%D8%B1%D8%AF%D9%87:%D9%88%DB%8C%DA%A9%DB%8C%E2%80%8C%D9%BE%D8%AF%DB%8C%D8%A7 That category contains several subcategories and several pages. However, what you see in the interface, is the Persian equivalent of "this category only contains the following page", etc.
By the way, if I had to blame something, I would blame a (possible) recent change in the way messages are being sent to PLURAL, that has made it look at localized numbers and not understand them. In ar.wp and he.wp, where they do not use localized numbers (use english numbers) this bug is not happening.
