* Create a new wiki for testing. RobLa suggested data-test.wikimedia.org after consideration also data.wikidata.org could be interesting to test the domain
* The wiki should run on the wikidata branch of MediaWiki
* the Wikidata repository extension should be installed (plus dependencies), and probably other extensions that will be run on Wikidata later
* For labs, we have some puppet-scripts already, if you are interested. Our people working with them have not been to happy with them, though.
* The wiki should be mostly locked down for editing for now

Thanks for filing this, Denny!  Just to clarify one point:  we will need to get the ContentHandler branch merged (bug 38622), and only then do this.  We can't practically run a branch in production.

set up wikidata.org with SSL and DNS and everything else that is needed, but keep it closed first

Just to confirm, we need a wildcard SSL certificate for the wikidata.org domain?

Contradictory to comment 0 we try to set up wikidata.org from the start. If it turns out to be too hard to go for the new SLD, we fall back for now to a back up.
