There are only ~5000 monuments from St. Petersburg in the database, all the rest seems to be organized differently, as far as I can see. 

http://wikilovesmonuments.ru/ -> more than SPE, but no structured lists, as far as I can see. 

If this keeps like this, the easiest way would be to put 'RU-SPE' in the adm1 level. the adm2 level seems more complicated here, it could be a rayon, a city or a settlement, no idea if we can put them in one level.

Looks like the adm1 was added hardcoded in the database query because all data is from St. Petersburg anyway. It's dirty, but works for me.
