All mobile platforms support MP4/H.264; if we get transcoding set up we will be able to play videos in the mobile/tablet apps.

Grouping Windows 8 app specific bugs to Wikipedia/Windows 8 component.

The newer (non-PhoneGap) apps might get video at some point, but it'll be WebM. Killing this version of the bug out since MP4/H.264 is off the table.
