Only the text before any title is outputted. Examples :

I think that this bug is caused by the use of an h3 title (included using <h3> and not ===) without before any h2.

No, the problem is that internally, the ProofreadPage output has no sections.

Yes, you have right: Parser::recursiveTagParse( $text ) doesn't add sections that are included inside of templates requested in $text.
